Our client, a global leading provider in the Insurance industry, is looking to appoint a successful Human Resources Consulting Manager to be based in Luanda.

PURPOSE OF THE ROLE

The incumbent will establish and lead the operations of a new human resources advisory firm in Angola. This individual will serve as the company's primary representative in the country, executing the company’s strategic objectives and ensuring smooth operations. While fully supported by head office, this role focuses on delivering human resources consulting and advisory services and does not include finance and sales functions.


The ideal candidate is an experienced HR professional with a strong understanding of HR practices, labor laws, and organizational development. The candidate has successfully managed HR services in a startup or expanding organization.

KEY RESPONSIBILITIES

Operational Leadership & Strategy Execution


•    Lead the establishment of the firm’s operations in Angola, including recruiting, staffing, and building core HR functions.


•    Implement the company's strategy in alignment with global/regional directives to build and grow a sustainable HR advisory business.


•    Serve as the main liaison between the head office and local team to ensure objectives are met and the best global practices are adapted to the local market.


•    Establish and maintain operational processes, policies, and procedures tailored to the market's needs.



Human Resources Consulting and Advisory Services


•    Provide expert HR advisory services, including workforce planning, organizational development, change management and talent strategy to clients.


•    Ensure compliance with local labor laws, employee regulations, and best practices.


•    Work closely with clients to understand their business needs and offer tailored HR solutions to enhance employee engagement, development, and retention.


•    Oversee the design and implementation of human resources projects and initiatives.



Client Relationship Management


•    Build and manage relationships with clients, positioning the firm as a trusted partner for human resources consulting.


•    Lead client engagements, acting as the primary point of contact for HR advisory services and ensuring the delivery of high-quality solutions.


•    Ensure client satisfaction and gather feedback to improve service offerings continuously.



Team Development and Leadership


•    Recruit, train, and develop a local team of HR consultants and support staff, ensuring alignment with company culture and values.


•    Foster a positive and inclusive team environment that encourages collaboration, professional growth, and a strong sense of ownership.


•    Provide mentorship, coaching, and leadership to ensure the team is high-performing and motivated.



Market Development and Brand Awareness


•    Develop a strong understanding of the local HR landscape, including competitor analysis, market trends, and industry-specific needs.


•    Represent the company at industry events, conferences, and networking opportunities to increase brand visibility and establish a strong market presence.


•    Collaborate with the head office on marketing strategies, content creation, and promotional activities to support brand positioning in the local market.



Stakeholder and Partner Management


•    Act as a liaison between the head office, local clients, and key stakeholders to facilitate smooth communication and operational alignment.


•    Work closely with cross-functional teams (sales, marketing, finance) at the head office level to ensure cohesive execution of business objectives.


•    Performance Reporting and Accountability


•    Regularly report on operational, client, and team performance to the head office, ensuring transparency and alignment with business goals.

KEY QUALIFICATIONS

•    Human Resources Expertise: Proven experience as a human resources leader, ideally in an HR advisory or consulting capacity, with deep knowledge of HR practices, employee relations, talent management, and organisational development.


•    Strategic Leadership: Demonstrated ability to lead and manage a start-up operation, including developing operational plans, 


•    processes, and team structures from the ground up.


•    Client-Focused Approach: Strong track record of building relationships with senior clients and delivering tailored HR solutions to meet their unique business needs.


•    Local Market Knowledge: Familiarity with the local market, including labour laws, cultural nuances, and business practices.


•    Communication & Interpersonal Skills: Excellent communication skills, with the ability to effectively engage and influence internal teams and external stakeholders.


•    Adaptability & Problem Solving: Ability to adapt to the fast-paced environment of a startup, manage ambiguity, and solve complex problems with creative solutions

KEY REQUIREMENTS

•    Bachelor’s degree in human resources, Business Administration, or a related field. A master’s degree in HR or an MBA is preferred.


•    10+ years of experience in international or local organisations as a senior Human Capital Management leader. He/she should be recognised in the HR community in Angola as a senior person with a good reputation in his/her field.


•    Fluency in Portuguese and English is required.
