Job Title: Data Analyst III (Local Content Advisor)

POSITION OVERVIEW:

Our team is currently looking for a Local Content Advisor for our Energy client. 

The Local Content Advisor is responsible for providing local content support to operations and for supporting local content reporting. 

The Local Content Advisor provides technical, analytical, and advisory support to ensure compliance with Guyana’s Local Content Policy as it relates to the company’s operations. The role works closely with internal teams, contractors, and external stakeholders to support local content strategy, evaluate performance, and enable informed decision making.and researching vendor inquiries.

RESPONSIBILITIES AND ESSENTIAL DUTIES:

•    Support Local Content Plan and strategy to address Workforce Development, Supplier Development and Strategic Community Investments for projects

•    Interface with internal departments and business line management on local content priorities and communications

•    Support appropriate internal planning, stewardship metrics, and reporting processes to track performance and capability against plans for workforce, suppliers and strategic community investments

•    Liaise with prime contractors, subcontractors, and suppliers to clarify reporting expectations, data definitions, and evidence standards; conduct working sessions to improve data quality and timeliness.

•    Assist with development of metrics/reports for leadership / management review and Government submission 

•    Support the management and continuous improvement of processes that track the status and effectiveness of local content development initiatives involving major contractors and external stakeholders.

•    Support local content communications plans and assist in developing and enhancing information on local content

•    Communicate lessons learned and best practices to company with other projects regarding local content development

•    Oversee and manage local content communications and correspondence with key stakeholders.

QUALIFICATIONS (EDUCATION, EXPERIENCE AND SKILLS):

Education,  Work Qualifications and Experience:

•    Bachelor’s degree in Economics, Business Administration, Supply Chain Management, Social Sciences, Finance, Data/Statistics or a related discipline.

•    Minimum of 3–5 years’ relevant experience; background in local content, compliance, procurement, or regulatory reporting within the oil and gas or extractive sector is considered an asset but not required.

Technical and Specific Skills / Competencies

•    Strong analytical skills; advanced Excel (Power Query/Pivot) and data visualization; familiarity with ERP/procurement systems

•    Experience and knowledge of engaging Guyanese stakeholders at all levels (National, Regional, Local and business)

•    Knowledge of Local Content – Workforce Development, Supplier Development and Strategic Community Investment

•    Proven ability to manage short deadlines and operate independently.

•    Sound written and oral communication skills

•    Strong ability to think at macro and micro levels

•    Proven organizational and prioritization skills

•    Ability to work effectively in a virtual, multi-cultural team environment
