Our client, a global leading provider in the Energy industry, is looking to appoint a successful HSE Head ISBL to be based in Afungi.
JOB DIMENSION
• Mozambique LNG is a strategic project led by the client– order of magnitude cost of $18 billion
• Onshore facilities include 2 LNG trains (total of 13 mtpa), LNG and Condensate storage, Marine Facilities (Jetty and loading facilities), Utilities and Early Site Infrastructure (Resettlement Village, Security works, airport, permanent camps, and roads)
• Onshore EPC contracts contract value is approximately $9 billion, including Construction at circa $4 billion
• Site Personnel on Board is expected to peak at 15,000.
• HSE Head ISBL Lead of a team up to 15 personnel
• Predominantly a field-based role in order to have a full understanding of HSE risks and control measures being implemented.
• Interfaces with both and Contractor key stakeholders.
ACTIVITIES
• Inspire safety commitment in Client and all Contractors and Subcontractors teams via deep knowledge of HSE and leadership by example.
• Ensure compliance with all relevant HSE requirements across works to promote a healthy and safe work environment.
• Proactively support the drive for zero incidents and lead by example and promote company Golden Rules and Stop Work Authority.
• Contribute to project HSE improvement plans and targets and actively support project HSE initiatives and campaigns.
• Undertake an ambassador’s role on Stop Work Authority Program ensuring that Management and all contractors follow the program
• Ensure all unsafe acts and conditions are recorded on an observation system (on the day of the event) along with immediate action taken and any further action required to prevent recurrence.
• Ensure HSE roles and responsibilities are being implemented by all personnel and contractors.
• Contribute daily, weekly and monthly HSE performance reports.
• Undertake and record findings from regular inspections of contractors work locations against their health and safety plans and contract requirements
• Attend contractor meetings/forums as required. Attend morning toolbox talks and pre-starts; and be actively engaged in the talk.
• Promptly notify line manager of accidents and incidents in line with company procedures, where appropriate be involved in incident investigations. Where required participate / lead incident investigations.
• Review company and contractor site specific procedures.
• Ensure actions from inspections, incidents and audits are tracked and closed out.
• Oversee the monitoring and reporting on contractor HSE performance and make recommendations for improvement.
• Review all contractor documentation to ensure contractors are working to their agreed processes and systems.
• Ensure that all mandatory training is undertaken in line with agreed timescales.
• Always give feedback to contractor’s supervisor on both positive and negative observations before leaving the work area.
• Assist in the preparation of toolbox talks and other HSE communication material.
• Participate and where required deputize for the HSE Manager.
Context and environment• Project entity is a multinational joint venture, has a large social performance element and is project financed by high profile lenders
• Afungi Site is extremely remote in Northern Mozambique with unreliable infrastructure and communications.
• The site is subject to mitigation measures based on Malaria, COVID pandemic and general security risks.
• Rotational position
Accountabilities• Responsible for the implementation of HSE policy on LNG project.
• Provide HSE assurance of contractor activities in accordance with approved policies and procedure
QUALIFICATIONS/EXPERIENCE REQUIRED
• Education: Degree, diploma or vocational training in engineering, construction or HSE
• 10 years’ experience in related discipline work and a suitable general knowledge in oil and gas industry
• Full understanding of areas critical to the success of large complex projects: safety, environmental, work organization, cost, schedule, quality, organizational competency, and reputational risk.
• Strong HSE culture and safety leadership, effective communication and leadership skills with the ability to influence critical decisions.
• Strong English written and verbal communication skills required. Portuguese or French is advantageous.
