Our client, one of the world’s leading companies in the oil and Gas industry, is looking to appoint a successful Fisheries Livelihoods Officer to be based in Afungi.
The Fisheries Livelihoods Officer is responsible for the day-to-day field oversight and delivery of the fisheries livelihood programs to support reestablishment and development of fisheries livelihoods of project-affected persons and host communities.
• Be intimately familiar with the contractual requirements for each IP, including HSE, work scope, and reporting – steward performance of these requirements
• Ensure field verification of the distribution to impacted households of fishing kits and other in-kind benefits. Sign delivery certificates on behalf of the Project
• Facilitate the engagement, mobilization and participation of impacted stakeholders on the project sponsored programs to ensure successful delivery of livelihoods commitments
• She/he will work with the IP to identify all eligible beneficiaries that may participate in livelihood restoration benefits and ensure that the IP utilize tracking tools to deliver commitments under resettlement plan
• Observe the Safety, Health, Environmental and Social aspects of the execution of the implementing partners’ scopes of work; seek to help them improve their performance through intervention
• Be the focal point in the field between the IP, the Project, the affected households and the communities engaged in the fisheries livelihood’s programs
• Report on the progress of the Implementing Partner's field activities to ensure timely execution, adherence to quality standards, and full compliance with all Health, Safety, and Environmental (HSE) requirements
• Participate in meetings with Government, communities and households, as required
Context and environment
The post is based in Afungi on a rotational basis, with travel to Pemba as required. The post holder is expected to interface with various internal and external stakeholders
Accountabilities
The post holder is responsible for conducting daily facilitation, supervision and oversight of the marine fisheries livelihood restoration activities, implemented by the contracted delivery partners. These will cover at least the following areas:
• Fisheries development;
• Fisheries Post Harvest;
• Installation e Monitoring of Fish Aggregation Devices (FAD);
• Seaweed development ;
• Sea cucumber culture ;
• Fisheries infrastructure consultation, design and construction ;
• Fisheries co-management ;
• Monitoring and data collection.??
Monitor the day-to-day activities of the fisheries service providers, confirming that the reported progress can be verified in the field. The Fisheries Program Officer may be required at times to participate in sea-going activities.
Be the focal point in the field on a daily basis between the contractors, the Project, the affected fishers and the wider communities.
Highlight any concerns regarding effectiveness of the implementation of the fisheries livelihood restoration activities to the Fisheries Livelihood Restoration Coordinator.
Any other task that may be requested by the Fisheries Livelihood Coordinator.
• Minimum of three (5) years of experience in engaging communities for livelihood re-establishment and development activities
• Experience in managing implementation partners in the field, monitoring IP activities and engagement with communities
• Proven ability to assess, prioritize and respond to urgent situations on a timely basis
• Able to accomplish directives in a high-pressure, deadline driven environment
• Ability to handle many tasks
• Excellent communication skills with a proven ability to develop and maintain good relations with stakeholders including local communities, government authorities, implementation partners and CSOs/NGOs
• Ability to communicate in Kiswahili, kimaconde, Emakwe, Kimwane, Makue or Makua is an advantage
• Possession of a driving license would be advantageous

JOB DIMENSIONS
Afungi Peninsula is the selected site for the development of the LNG facility aiming to facilitate commercialization of gas resources in Area 1 and Area 4. An EIA to support development of the Project was prepared between 2011 and 2014, identifying that access to land and maritime areas would result in physical and economic displacement of households (HH) and a Resettlement Plan (RP) was developed accordingly.The Fisheries Livelihoods Officer is responsible for the day-to-day field oversight and delivery of the fisheries livelihood programs to support reestablishment and development of fisheries livelihoods of project-affected persons and host communities.

• University degree in any following field: Fisheries Development, Oceanography, Marine Biology, Aquaculture, Rural development, Coastal Management and Environment• Minimum of three (5) years of experience in engaging communities for livelihood re-establishment and development activities
