Civil Society Engagement Lead

Our client, a leading provider in the Energy industry, is looking to appoint a successful Civil Society Engagement Lead to be based in Maputo.
JOB DIMENSIONS
• Maputo based with travelling to Afungi and Pemba
• The lead is responsible for developing, implementing, and monitoring strategies and plans to engage Civil Society Organizations (CSOs), Non-Governmental Organizations (NGOs), and Community-Based Organizations (CBOs.)
ACTIVITIES
• Strategy Development & Implementation
• Design, execute, and regularly update the organization’s CSO & NGO engagement strategy and plan, ensuring alignment with project objectives, ESG (Environmental, Social, Governance) standards, and regulatory requirements.
• Review and adapt engagement strategies at least annually, based on project progress, stakeholder feedback, and evolving contexts.
Stakeholder Relationship Management
• Cultivate and maintain strong, trust-based relationships with CSOs, NGOs, CBOs, and other relevant stakeholders at local, national, and international levels.
• Serve as the primary point of contact for civil society engagement, facilitating open, inclusive, and respectful dialogue.
Engagement Activities
• Organize and facilitate bilateral meetings, roundtables, field visits, and thematic workshops with CSOs/NGOs.
• Coordinate the development and distribution of engagement materials (e.g., bulletins, reports, Q&A documents).
• Represent the organization in external meetings, forums, and policy dialogues.
Mapping, Monitoring & Reporting
• Maintain and regularly update a comprehensive register and mapping database of relevant CSOs/NGOs, including their focus areas, activities, and positions on key issues.
• Monitor CSO/NGO activities, positions, and concerns through direct engagement, media, and social media monitoring.
• Prepare at least quarterly, insightful reports on engagement activities, trends, risks, and opportunities.
Capacity Building & Technical Support
• Deliver targeted technical support and organize at least two capacity-building workshops per year for CSO/NGO partners to enhance their engagement and project implementation skills
Risk Management & Compliance
• Identify and mitigate societal and reputational risks through proactive engagement and collaboration with internal teams.
• Ensure all engagement activities comply with national regulations, international standards (e.g., IFC, Equator Principles), and company policies.
Internal Collaboration & Advisory
• Advise internal teams on integrating civil society perspectives into project planning, monitoring, and evaluation.
• Support the Social Performance and Stakeholder Engagement teams in achieving broader organizational objectives.
Documentation & Knowledge Sharing
• Ensure all engagement activities are well-documented, traceable, and accessible for internal and external use.
• Share learnings, best practices, and challenges to foster continuous improvement.
Context and environment
• Operates in a complex and dynamic environment, including conflict-affected areas in Northern Mozambique.
• Engages with diverse stakeholders, including traumatized communities and multiple CSOs.
• Navigates both structured requirements (e.g., lender standards, regulations) and unstructured situations requiring innovative solutions.
Accountabilities
• Act autonomously within the scope of CSO engagement and human rights compliance.
• Directly impact the company’s social license to operate through effective CSO relationships and risk management.
• Support the implementation of SED strategies (SP, LC, Moz LNG Foundation, BIOFUEL and etc).
QUALIFICATIONS/EXPERIENCE REQUIRED
• Bachelor’s or master’s degree in social sciences, Public Policy, International Relations, Community Development, or a related field.
• Minimum 10 years of experience in stakeholder engagement, social performance, or community development, preferably in the extractives, infrastructure, or energy sectors.
• Demonstrated experience working with CSOs, NGOs, and CBOs in complex, multicultural environments.
• Familiarity with international standards and frameworks (e.g., IFC Performance Standards, World Bank, ESG).
• Strong communication, negotiation, and interpersonal skills.
• Proven ability to manage sensitive issues and build consensus among diverse stakeholders.
• Fluency in English and Portuguese; knowledge of local language is an advantage.
