POSITION OVERVIEW:
Our team is currently looking for a Field Construction Engineer – Electrical and Instrumentation for a client in the LNG Industry.
The Field Construction Engineer – E&I will oversee the safe and environmentally compliant execution of Electrical/Instrumentation installation, medium/high voltage loop testing and loop checks by EPC contractor at the project premises. This position will monitor the execution of work to ensure that progression is per the project specifications and industry standards and applicable codes. This role is involved in eliminating the errors in the first place and interact with craft professionals to obtain the best quality in a safe manner. The incumbent is expected to foster harmonious relations with the Construction, Commissioning, Turnover and Operations group to deliver a qualitative product to maintain a world-class LNG facility.
RESPONSIBILITIES AND ESSENTIAL DUTIES:
- Perform field observations, leadership and field walks, JSA reviews, attending toolbox meetings, and adhere to project’s safety regulations.
- Ensure appropriate qualifications, code compliances, adhering to the project specifications and industry standards.
- Assist in the planning and develop tools to indicate progress and generate daily, weekly and monthly reports.
- Maintain accountability on deliverables to PALNG within specific discipline and monitor the progress of work, participate in punch list walkdowns.
- Develop firm understanding of system scoping from the beginning and prepare to walk the systems in the areas involved. Compile the drawings and specifications associated with each system, well in advance.
- Oversee and manage contractor(s) construction activities to ensure compliance with the EPC contract, applicable permits, site regulations and construction safety program and monitors the schedule compliance.
- Participate in walkdowns related to systems, raising punch points, reporting and validating them upon attending.
- Report on the quality issues in a timely manner and help in resolving them with subject matter expertise.
- Interface and respond to technical queries from internal stack holders, EPC contractors, subcontractors, suppliers, and other counterparties required.
- Ensure zero accident philosophy and requirements are implemented and adhered to by craft and others when in the operational area, and tools and equipment are in safe condition and operated safely.
- Participate in regular contractor construction meetings.
- Review the contractor’s procedures, reports and quality of the product to ensure compliance and EPC contract requirements.
- Coordinate with Commissioning and Start-up Manager and engineers to facilitate start-up of the project in accordance with operations agreed system turnover plan and plant performance testing and expectations.
- Manage compliance with proper and manufacturer-required storage/preservation requirements.
- Carry receipt observations or make visits to various lay down yards that store electrical equipment to understand the storage adherences.
- Perform other duties as assigned (no more than 5% of duties).
MINIMUM REQUIREMENTS:
- Bachelor’s degree in engineering or other technical discipline, or an equivalent combination of education and experience required.
- 10 years of experience managing major mechanical construction projects including the construction of LNG, Oil & Gas, Chemical and energy infrastructure projects required.
- 5 years of background experience in management or construction of energy infrastructure projects in regard to Electrical & Instrumentation required.
- 5 years of experience with brownfield projects preferred.
- Knowledge of Electrical & Instrumentation construction or engineering operation relating to field activities.
- Working knowledge and experience in inspection of electrical equipment, bulks and commodities. Thorough knowledge of materials for Electrical & Instrumentation. Ability to carry random inspection on materials received by Contractor at various locations and at field.
- Demonstrated ability to review installation details and possess knowledge of testing Electrical systems, lighting systems, Instrument installations, cable stringing, terminations, medium and high voltage equipment, loop checks, lightning protection, and fire detection systems.
- Strong knowledge of engineering and construction standards, materials, and companies/vendors processes. Ensuring all installations are per latest revisions of design drawings, specifications, standards, and NEC and NFPA codes.
- Strong leadership abilities to build a positive team environment, and influence Contractor with leadership and technical skills. Good subject knowledge of applicable codes and standards.
- Analytical thinking and ability to utilize concise data and information while working through problems and implementing solutions. May obtain guidance from Senior-level field engineers on critical issues.
- Ability to apply strong written and oral communication skills while presenting and participating in discussions with internal and external project stakeholders.
- Self-starter, strong interpersonal skills and problem-solving abilities. Ability to manage multiple complex issues and work independently particularly in Night Shift.
- Possess positive attitude and have the ability and poise to be professional during crucial discussions with senior management, and/or while presenting critical information requiring management decisions to overcome issues and concerns regarding the site operations.
- Good working knowledge and proficiency in the use of Microsoft Office Suite, i.e. Word, Excel and PowerPoint to convey information with clarity through presentations and reports.
- A team player with demonstrated ability to work with, influence and manage a team to get results. Extensive experience in meeting project goals and objectives utilizing a forward-looking approach.
- Ability to manage multiple complex issues and work independently, perform quality control inspections.
- Work experience at a supervisory level executing heavy industrial projects in oil, gas, chemicals refinery, process, petrochemical and power generating stations.
- A valid Driver’s License is required.
- Transportation Worker Identification Credentials (TWIC) preferred.
