Our client is a provider of waste management is looking to appoint a successful a General Manager – Facilities (Water Treatment) to based in Pemba.
JOB SUMMARY:
Responsible for the Facilities planning, controlling, and directing the operations of all facilities within Mozambique. Primarily we will mange the following key departments and infrastructure:
• Slops treatment unit / evaporation in Pemba
• TDU / TCC in Pemba
• Laboratories in Pemba and Temane
• Sewage Treatment Plants in Pemba, Nacala, and Tete
• Incinerators in Pemba and Tete
• Waste acceptance
• Future plans
• Ensuring and improving the compliance, performance, productivity, efficiency, and profitability of departmental and organization.
• Developing effective methods and strategies for the facilities under their control as well as the expansion of treatment solutions.
• Formulate and implement policies and procedures to maximize treatment, profitability and compliance. .
• Follow SHEQ policies and procedures and ensure they are always implemented.
• Pay attention to the monthly financials and budgets, keep costs in line with budgets.
• Propper planning and execution of daily tasks as per the company, clients requirements and needs, and supplying quality service.
• Interact daily with customers and direct reports to ensure all flows smoothly and facility operations performed within customers’ and the company guidelines and procedures.
Responsibilities:
SAFETY, HEALTH AND ENVIRONMENT RESPONSIBILITIES
• Implement and enforce HSE compliance by all employees, visitors, and contractors.
• Ensure that the Handling, treating, and disposing of waste responsibly in accordance with regulatory requirements.
• Use natural resources responsibly.
• Participate in all emergency drills.
• Enforce SHE policies and procedures.
• To guarantee the observance of rules on hygiene and safety at work, as well as to investigate the causes of work accidents and occupational illnesses and to take appropriate preventive measures.
• To provide employees with good physical and moral conditions at work.
• Identify HST Hazards/Aspects and Risks/Impacts in their areas of operation.
• Ensure that all personnel under your list stop cards as required.
• Participate in the Work Safety Analysis and Equipment Verification before the start of tasks.
• Ensure the implementation of Safe Work Procedures in their areas of reference.
• Identify SHE Hazards and Aspects in their respective departments or control areas.
• Ensure compliance with all relevant documentation requirements.
• Write Safe Work Procedures.
• Coordinate training employees in Safe Work Procedures.
• Ensure the implementation and fulfilment of Operational Plans in their respective departments or control areas.
• Ensure that contractors comply with the procedures and requirements specified in the Contractor's Agreement.
• Communicates with Suppliers and Contractors on SHE Requirements.
• Implement and manage controls and practices for legal compliance.
• Implement corrective and preventive actions for legal and internal audit non-compliance.
• Record, relate, act on, and close all nonconformities.
• Implement agreed actions resulting from audits.
• Ensures the fulfilment of objectives and targets in the control areas.
• Provide resources for emergency equipment and training.
• Approval and implementation of Emergency Plans.
• Have the authority to Stop Work in cases of unsafe conditions or behaviors observed.
OPERATIONS
• Responsible for successfully leading multiple treatment facilities and processes, while having responsibility for decision-making and process improvement and implementation.
• Responsible for ensuring that all waste accepted and treated is compliant with all regulations.
• Identify areas for opportunity, as well as create and implement solutions.
• Dealing with both internal and external vendors and suppliers; improving overall customer experience and driving efficiency and optimization.
• Ensuring all activities are in line with client and the company’s requirements,
• Encourage new Business development by meeting clients, building / enhancing relationships with clients, assisting in tenders, documentation, etc.
• Conduct or review environmental audits for facilities activities, such as storage, treatment, final disposal.
• Implement or monitor carbon or environmental management, accounting, or audit systems.
• Be familiar with, engage in and become a leader in onshore / offshore oil and gas waste treatment .
• Ensure depot submits reports and achieves all reporting requirements on time and with due care to achieve required output, And quality.
FINANCIAL MANAGEMENT
• Lead, the effective management of the functional areas to maximize financial performance while upholding quality standards and maximizing levels of guest satisfaction.
• Compile, forecast and control annual Distribution Centre and cost budgets.
• Actively manage finances, budgets, and related accounting systems by ensuring the appropriate financial controls are in place and maintained to control overheads and expenditure, manage cash flow and ensure profitability.
• Accurate and time-consuming reporting to Head Office on agreed deadlines, which clearly explain operational effectiveness, trends, and variances.
• Managing and controlling the expenditure of the Facilities according to financial procedures to minimize expenditure.
• Budget development and Management
PEOPLE MANAGEMENT
• Manage and oversee staff and supervisors,
• Assist HR initiatives, including the recruitment, induction, remuneration, development, succession, and training of all staff according to business demands and relevant policies and procedures.
• Manage and meet with all facilities supervisors regularly
COMMUNICATION AND FEEDBACK
• Ensure all your superiors are notified in a timely manner regarding aspects of your facilities as deemed necessary by them.
• Deal with personnel matters such as reporting incidents, employee complaints, requesting new employees, extension of contracts and terminations to your manager,
• Ensure your manager is informed off all staff related matters that will affect the organization in a dire manner immediately (e.g., IR).
MENTORSHIP AND SKILLS TRANSFERENCE
• Ensure all subordinates and colleagues are up skilled and ensure transference of skills through mentorship and coaching,
• Provide training and guidance for new employees and ensure they are assisted.
• Lead day-to-day direction of supervisors and junior managers at the sites and ensure that they are performing as a team
• Lead a high performing environmental solutions team in the oil and gas industry
Qualifications:
• Bachelor’s degree in environmental engineering, Chemical Engineering, Mechanical Engineering, or a related field (Master’s preferred).
• Matric / Grade 12 NQF 4
• Degree/Diploma in Management, engineering, environmental, construction or similar
• Strong Knowledge of Safety Health and Environmental Laws
• Strong knowledge of environmental and waste management solutions
