Our client, a global leading provider in the Energy industry, is looking to appoint a successful Lead Purchaser to be based in Maputo.

JOB DIMENSIONS

•    Supervise & control all the purchasing & tendering activities of his/her team daily. 

•    Receive, control and manage proper distribution to his/her buyers of all PRs for materials coming from all other entities and assigned to him by the C&P Manager

•    Participate in complex & difficult negotiations associated with award, performance & amendment of POs for his/her team. 

•    Validate or ensure validation of all contractual documents and formal letters issued by his/her team. 

•    Ensure the reception, management and follow up of purchase orders (PO’s) until payment and reception by his/her team. 

•    Ensure global reporting of his/her team’s activities to the C&P Manager 

•    Ensure the update of the suppliers database. 

•    Ensure the input of all purchase data in SAP for his/her team. 

The Job holder ensures the proper execution of purchasing operations by performing the following activities:

•    Successfully prepare, negotiate and administer a broad range of complex, technical and high value/risk purchases 

•    Contribute to the issuing of the Procurement Planning and help plan the purchasing workload in conjunction with business, operations, corporate and Partners’ Entities 

•    Ensure efficiency of Duets/Triplets  

•    Participate to the follow-up and the evaluation of suppliers with Partners’ Entities 

•    Contribute to reporting Key Performance Indicators for the purchasing activities of his/her team. 

•    Use and enrich Market Intelligence information, Cost models, target prices. 

•    Encourage the use of e-sourcing tools.  

•    The Job holder handles the Compliance. 

•    Ensure compliance of the procurement process with all internal Company rules and all applicable laws and regulation

•    Ensure the application of Company General Terms and Conditions for purchase of equipment’s.  

•    Ensure the good administration and filing of all the purchasing documents and ensure that all approvals, justifications, circulation forms etc... Are in line with the applicable procedures. 

•    Ensure that all procurement activities meet audit requirements to minimize any potential partner/audit claims or court actions.  

•    The Job holder adheres to the H3SE rules. 

•    Be in constant alignment with H3SE Company rules, Procedures, Instructions and applicable legislation. 

•    Take the necessary measures to avert immediate threat of danger. Exercising caution as necessary to avoid danger to persons and installations or avoid pollution. 

•    Participate actively in H3SE meetings, training sessions and drills and co-operate actively in the execution of H3SE plans. 

•    Lack or untimely delivery of materials or services whatever its value may have important production and financial consequences. A good understanding of the local industrial background enables judicious choices for foreign or local purchasing.

•    The Job holder is expected to pay special attention to local agency regulations when placing orders and works where he/she establishes contractual documents and participates to the optimization of the economic performance of the project by contributing to the execution and administration of the contracts in line with the Project Governance and objectives and in compliance with Company standards and requirements.  The Senior Buyer may mentor Buyers.

Accountabilities 

•    To manage procurement processes delivering best quality in time and at the optimal cost

•    To participate in the improvement of procurement practices  

•    To mentor members of his/her team, and when possible other local staff

•    To successfully prepare, negotiate and administer a broad range of complex, technical and high value/risk purchases.  

QUALIFICATIONS

•    Intermediate level in Purchasing Technical Competencies required. 

•    Basic or intermediate on other technical competencies 

•    C&P tools advanced certification required. 

•    Good command of English language           

•    6-7 years (Minimum 2 years in technical contracts domain) with exposure on operations  

•    Good communication, organizational skills, capabilities to take workload & work under pressure, able to work in a multicultural and cross-functional environment.
