Our client, one of the world’s leading companies in the energy industry, is looking to appoint a Lead Contracts Engineer Field Operations (FOPS), to be based in Maputo.

Key Activities 

The Job holder liaises with Partners entities and participates to the processes of contracts and procurement entity by performing the following tasks:

•    Introduce contracts practices and/or procedures for the establishment of contractual documents, in cooperation with the Partners entities

•    Supervise and train contract engineers through field training

•    Help manage the workload, the assignments and competences update of his/her team of Contract engineers and contract administrators

•    Keep informed or best practices in contracts procedures in other entities for improvement of contracts practices in the company.

•    Ensure that all insurance issues of company assets and personnel are dealt with

•    Use frame agreements signed by shareholders

The Job holder executes the following contracts activities:

•    Ensure that the activities are carried out in compliance with Company policies and procedures, relevant laws and regulations, and good industry practices

•    Prepare and maintain an up-to-date list of qualified contractors/suppliers/potential tenders/contracts with updated information to perform market studies

•    Liaise with the relevant Packages Manager(s) to ensure that relevant technical aspects are adequately incorporated into the tender process

•    Supervise the creation of CFT package, including commercial documents

•    Participate in terms & conditions and commercial bid complex analysis and negotiations to ensure that a clear definition of responsibilities is developed

•    Assume a leading role in RTAs evaluations and in managing Contract committees’ strategy and award validation 

•    Intervene in the settlement of claims and lawsuits, in relation with the Juridical, Insurance, Finance and the company management by proposing strategies and actions and participating to the negotiations

•    Ensure Project team are kept up to date with tender progress, obtain any necessary attendance at meetings and obtain all necessary approvals.

•    Ensure monitoring of on-going contracts status, participate in contract renewal and amendments discussions

•    Review supplier performance;

The Job holder ensures Contracts compliance:

•    Verify that company’s Contractual Policies and applicable laws and regulations are adhered to, especially related to ethics and transparency

•    Verify that purchasing, Contracts and procedures comply with the standards of the company and the agreements with the partners

The Job holder adheres to the H3SE rules:

•    Take the necessary measures to avert immediate threat of danger. Exercising caution as necessary to avoid danger to people and installations.

•    Participate actively in H3SE meetings, training sessions and drills and co-operate actively in the execution of H3SE plans.

Accountability

•    Delivery of land access and resettlement, compensation, household relocation, grave relocation and livelihoods are implemented on schedule, budget and following national and international requirements. 

•    To manage procurement processes delivering best quality in time and at the optimal cost for the company;

•    To participate in the improvement of procurement practices;

•    To successfully prepare, negotiate and administer a broad range of complex, technical and high value/risk purchases;

Qualifications

C&P competencies

•    Intermediate level in Purchasing Technical Competencies required

•    C&P tools advanced certification required

•    Good command of English language

Qualification and background

•    Degree in related area;

•    Professional experience : 6-10 years (Minimum 4 years in technical contracts domain) with exposure on operations

•    Personal Abilities: Advanced Management, Advanced Human Relations, Problem Solving and Planning / organizing / coordinating / controlling, general knowledge and understanding of commercial, legal and insurance issues affecting the company in general. Customer support and result-oriented, good negotiation skills

•    Good communication, organizational skills, capabilities to take workload & work under pressure, able to work in a multicultural and cross-functional environment.
