JOB DIMENSIONS
The Territorial Development Senior Manager reports to the Social Performance Vice President/Director and Country Chair and MD – Mozambique and transversally contribute to delivery of: Community Health Management, Community Security Management Plan, Community Emergence Response and Safety Plan, and Biofuel Project.

JOB DIMENSIONS
The Territorial Development Senior Manager reports to the Social Performance Vice President/Director and Country Chair and MD – Mozambique and transversally contribute to delivery of: Community Health Management, Community Security Management Plan, Community Emergence Response and Safety Plan, and Biofuel Project.
The Territorial Development Senior Manager shall:
- Develop and implement tactical plans for stakeholder engagement, land access, and cultural heritage management plans.
- Implement objectives for the social performance program.
- Build and maintain strong relationships with communities, government, CSO, and Community Based Organizations.
- Implemented stakeholder engagement plans, including communication and grievance mechanisms.
- Manage the interface with Area at site level.
- Oversee land access and resettlement programs, ensuring compliance.
- Manage the resettlement team, livelihood restoration programs and community collective and development Fund.
- Develop and implement social investment initiatives and manage budgets.
- Lead and mentored the social performance team at site level.
- Ensured compliance with social performance regulations and prepared reports from Site performance.
- Complexity of Challenges: Deals with moderately complex social performance challenges at the site, including managing diverse stakeholder interests, addressing community concerns, implementing resettlement plans, and ensuring compliance.
- Thinking Environment: Operates in a dynamic and often ambiguous environment (active conflict area) with established frameworks and guidelines but requires the ability to adapt plans based on monitoring and evaluation. Needs to analyze stakeholder perceptions and identify appropriate solutions.
- Degree of Structure: Works within established Project objectives and societal performance programs but requires initiative in developing and implementing tactical plans and engagement strategies.

- Psychosocial hazards.
- Freedom to Act: Operates with considerable autonomy in developing and implementing tactical plans and managing the social performance team. Accountable for achieving the objectives of the social performance program.
- Impact on End Results: Contributes to maintaining positive stakeholder relationships, ensuring smooth land access, and implementing effective social investment initiatives, which directly impact the project's social license to operate at the site.
- Magnitude: Manages a team and budgets related to resettlement and stakeholders’ engagement programs. Interfaces with various stakeholders, including communities, government representatives, CSOs, and the Area team at the site level
- Depth and Breadth of Knowledge: Requires solid experience implementing the social performance principles, stakeholder engagement methodologies, resettlement best practices (aligned with IFC, World Bank, AfDB, and other international standards), social impact assessment and mitigation, community development strategies, project-induced in-migration management, and relevant Mozambican regulations. Possesses a deep understanding of the complexities of operating in diverse cultural and socio-political environments of extractive industry sector of at least 10 years.
- Practical/Technical Skills: Demonstrates strong skills in developing and implementing tactical plans, managing stakeholder relationships, facilitating communication and consultation, overseeing resettlement activities (data management, compensation, relocation), and managing budgets for social investment programs.
- Leadership and Management Skills: Requires skills in leading and mentoring a team, fostering collaboration, and ensuring effective team communication and coordination.
