Our client, a global leading waste management industry, is looking to appoint a Project Director to be based in Afungi/Pemba.

Job Purpose 

The Job Holder is responsible for the strategic leadership, development, and optimization of all waste treatment facilities and technical services for our clients in the Oil and Gas Industry. This includes the planning, operation, and lifecycle management of all treatment plants, logistic management, landfill infrastructure, and technical projects in alignment with the organization’s growth strategy. 
The position is also accountable for ensuring waste treatment facilities meet or excel in the operational and financial performance targets, to support the company’s broader environmental and commercial goals.
The role will be required to oversee and manage the entire project development cycle from feasibility through licensing, capital investment, risk mitigation, commissioning, and operational readiness. 


ACTIVITIES

Strategic Waste Treatment and Infrastructure Planning
•    Lead the long-term strategy and roadmap for all treatment, effluent, and landfill facilities to align with business growth, sustainability, and regulatory expectations.
•    Develop national and regional infrastructure plans aligned with projected waste volumes and regulatory forecasts
•    Identify future capacity requirements for treatment, effluent, and landfill infrastructure
•    Conduct needs assessments and feasibility studies for site expansions or new facilities
•    Align infrastructure development plans with the company’s ESG and carbon footprint objectives
Treatment Plant Operations Oversight
•    Direct the performance, reliability, and optimization of the company’s operating treatment facilities.
•    Set and monitor performance targets (throughput, downtime, cost/ton, efficiency) for each facility
•    Ensure facilities operate safely and within environmental permit conditions
•    Champion operational excellence, preventative maintenance, and process improvement
•    Provide technical support to plant managers and regional operations

Effluent Treatment Plant (ETP) Development and Management
•    Lead the ETP to achieve and sustain full design capacity and maintain legal and environmental compliance.
•    Lead the project design, development and implementation of new ETP / landfill(s).
•    Ensure 24/7 availability through proactive maintenance and automation
•    Monitor quality of effluent outputs and adherence to water-use licenses and discharge permits
•    Mitigate non-compliance risk by embedding real-time monitoring and rapid response protocols
•    Meet the local community employment expectations / quota
Capital Project Development and Execution
•    Lead the full lifecycle of infrastructure projects, from conceptualization to operational readiness.
•    Manage project feasibility studies, business cases, proposals considering investment capital
•    Secure all necessary environmental and construction licenses and approvals for treatment plants and landfills
•    Oversee engineering design, contractor selection, construction, and commissioning
•    Mitigate financial and operational risks to protect upfront capital injection
•    Ensure projects are delivered on time, within budget, and to quality standards
Asset Lifecycle and Technical Services Management
•    Develop and implement lifecycle strategies for all infrastructure assets across the Project
•    Maintain asset registers, refurbishment schedules, and capital replacement plans
•    Oversee asset performance monitoring, including depreciation, condition, and utilization
•    Lead refurbishment projects to extend asset life and reduce total cost of ownership
•    Collaborate with maintenance and engineering teams for reliability improvement

Environmental Compliance and Risk Management
Ensure all facilities meet regulatory and permit conditions and prevent environmental non-compliance.
•    Oversee environmental auditing, risk assessments, and compliance action plans
•    Lead the organization’s interface with regulatory bodies
•    Ensure up-to-date waste licenses, water use licenses, air emission permits
•    Investigate and close out environmental incidents or exceedances

New Waste Stream Development and Innovation Support
•    Support the commercial and operations teams in identifying and processing new or complex waste streams.
•    Assess technical feasibility of new waste stream treatment and resource recovery
•    Lead pilot projects or research and development initiatives to treat hazardous or specialized waste
•    Adapt treatment technologies and plants to accommodate new waste markets
•    Collaborate on pricing models and service design for new treatment offerings

Financial Management and Cost Control
•    Manage CAPEX and OPEX budgets across all technical services, projects, and waste treatment facilities.
•    Develop annual infrastructure and plant operations budgets
•    Track expenditure against budget; implement cost containment measures
•    Ensure financial returns on capital projects are realized as forecasted
•    Report on financial performance of each treatment site / operation

Leadership and Team Development
•    Build and lead a high-performing, multidisciplinary team across regions and functional areas.
•    Lead, mentor and develop plant managers, project engineers, and environmental specialists, 
•    technical services specialist and analytical services talent
•    On-board and train new operators
•    Embed a performance-driven, safety-conscious and innovative culture
•    Manage succession planning and capability development across all technical teams
•    Promote collaboration with Operations, SHERQ, finance, and legal functions
 

QUALIFICATION/EXPERIENCED REQUIRED  

•    BSc / BEng in Chemical, Environmental, Mechanical or Civil Engineering
•    Postgraduate Qualification in Environmental Management, Project Management, or MBA (advantage)
•    Certification in Project Management (PMP/Prince2) beneficial
Technical and Operational Skills
•    Strategic infrastructure planning and project leadership
•    Technical knowledge of waste streams, treatment processes, and regulations
•    Capital budgeting and risk mitigation for large infrastructure projects
•    Strong regulatory and permitting knowledge 
•    Systems thinking and optimization of industrial waste management
•    Team leadership, change management, and cross-functional collaboration
•    Data-driven decision making and performance reporting
Experience    
•    Minimum 10–15 years of experience in waste treatment operations, technical project delivery, or infrastructure development
•    Minimum 5 years working in the Oil and Gas Industry
•    Proven track record in managing multi-site treatment or industrial infrastructure facilities
•    Experience in effluent treatment, landfill design/operations, hazardous waste handling, and environmental licensing
•    Demonstrated experience in leading complex capital projects, from concept to commissioning
•    Exposure to sustainability initiatives, ESG, and asset lifecycle management in an industrial context.
