Our client, one of the world’s leading companies in business solutions and technology, is looking to appoint a successful Cost Controller to be based in Maputo.

JOB DIMENSIONS

This position exists up to the completion of the development phase including Project close-out. The project management and central controls teams will be based in Paris and the package teams will primarily be based in engineering and site locations in Paris, Milan and Mozambique (Maputo & Afungi) during this phase. Subject to missions to Project locations as necessary. Cost Control for owners departmental packages.

ACTIVITIES

Cost Control Activities 

•    Implement effective cost controls for departmental functions within the overall Mozambique LNG Project. Responsible for Life Of Project (LOP) cost stewardship including budgeting, forecasting, change management, cost reporting, commitment tracking, invoice verification and cash flow projections. 

•    Preparation of monthly cost reports and other financial analysis.

•    Support the preparation of annual budgets and budget updates in conjunction with scope owners & budget holders. 

•    Support the scope owners & budget holders in promoting and tracking the identification of potential cost threats & opportunities.

•    Calculate and document the monthly Value of Work Done (VOWD) in accordance with Project procedures. 

•    Provide ad-hoc cost control support / advice to project team members and project management. 

•    Complete timely review of invoices to ensure payment in accordance with contract terms. 

•    Assist in the cost assessment of any contract cost variations. 

•    Administer the Request for Services work process for the assigned departmental functions. 

•    Input and analyze data in cost control applications to ensure project data integrity. 

•    Other cost control tasks as required by Cost Control Manager. 

•    Support gathering of cost control ‘lessons learnt’ and provide feedback to other project departments and/or entities. 

•    Ensure strict confidentiality of all the Budget and Cost documentation. 

Interface with Finance & Audit Support Activities 

•    Perform invoice verification & finance assurance activities in accordance with project procedures. 

•    Prepare monthly Sarbanes & Oxley (SOX) deliverables and support any other audit requirements. 

•    Responsible in the SAP UNISOL System regarding invoice and commitment verification. 

•    Liaise actively with Finance Department for all matters related to cost and accounting as required. 

•    Ensures corporate guidelines and processes are implemented and followed within the project. 

•    Responsible for personal safety including compliance 

Context and environment

In September 2019, a few months after project FID, operating share (26.5%) of MozLNG Area 1 alongside several Partners from Japan, India and Thailand, and the Mozambiquan National Oil company, ENH. This is the first operated development in Mozambique. 

After a prolonged period of Force Majeure in which the project was suspended, at the end of 2025 the project suspension was lifted and the project re-entered execution phase.

Accountabilities

 The position activities will be performed in close collaboration and coordination with the Project Management. The job holder will play an essential role in ensuring project budgets are proactively managed, accurately forecasted and implemented with the required level of project team ownership/accountability. 

QUALIFICATIONS/EXPERIENCE REQUIRED

•    Engineer and/or Bachelor degree in Business Management or similar 

•    Preferably 3+ years of experience in major oil and gas project cost control 

•    Excellent commitment to performing timely deliverables and meeting challenging deadlines 

•    Promotes team spirit with ability to work with various stakeholders (international teams, vendors & subcontractors, affiliates, HQ, etc.) 

•    Strong communication and proficient presentation skills 

•    Knowledgeable and experienced with cost engineering principles and methods including budgeting and forecasting, change management, management systems/procedures, Cost and Work Breakdown Structures, Earned Value Systems and contingency management. 

•    Fluent English & Portuguese required. French language skills will assist performance
