Our client, a global construction company, is looking to appoint a successful Administrative, Human Resources, and Finance Director to be based in Maputo.

 

OVERVIEW

We are seeking a highly qualified and strategically-minded Administrative, Human Resources, and Finance Director to lead the corporate services structure at our headquarters in Maputo.

This executive role is responsible for coordinating, integrating, and optimizing financial operations, human capital management, and supportive administrative services, directly leading a multidisciplinary team of 20 professionals. The main objective is to ensure long-term financial stability, legal compliance, operational efficiency, and the seamless alignment of HR policies with our business growth in Mozambique.

KEY RESPONSIBILITIES

Financial & Strategic Management

•    Oversee financial planning, budgeting, cost control, and corporate cash flow/treasury management.

•    Ensure strict compliance with local fiscal and foreign exchange regulations, maintaining strategic relationships with the Bank of Mozambique and the Tax Authority (Autoridade Tributária).

•    Coordinate internal and external audits, ensuring rigorous and timely financial reporting to the Board of Directors.

•    Evaluate and optimize corporate holding structures, financing mechanisms, shareholder loans, and cash allocations.

Human Resources Leadership

•    Define and execute the organizational strategy for talent acquisition, retention, succession planning, and workforce development.

•    Ensure absolute compliance with the Mozambique Labor Law and all applicable local employment regulations.

•    Supervise payroll processing, benefits management, social security (INSS) contributions, and personal income tax (IRPS) compliance.

•    Drive a high-performance corporate culture through robust performance appraisal systems and defined career paths.

Administrative Operations & Support Services

•    Coordinate corporate general services, fleet management, corporate insurance packages, and office infrastructure maintenance in Maputo.

•    Supervise the corporate Procurement department, ensuring strategic partnerships and efficient negotiations with key vendors.

•    Oversee corporate document control, contract management, and technical archival systems.

•    20 direct and indirect corporate professionals across Accounting, Treasury, HR, Procurement, and General Services. 

REQUIREMENTS & QUALIFICATIONS

•    Bachelor’s or Master’s Degree in Business Administration, Economics, Finance, or Accounting.

•    Active registration with OCAM (Ordem dos Contabilistas e Auditores de Moçambique) is highly preferred.

•    Minimum of 10 to 15 years of professional track record, with at least 5 years in senior executive leadership or C-level positions within Mozambique.

•    Proven experience managing and developing large, structured teams (currently an internal scope of 20 professionals).

•    Deep working knowledge of SAP ERP is highly preferred (Strong Advantage).

•    Advanced mastery of Microsoft Excel and financial modeling tools.

•    Languages: Native/Full professional fluency in Portuguese and advanced/fluent proficiency in English (essential for international reporting and stakeholder alignment).
