Our client, leader in oil & gas terminal storage in Africa, is looking to appoint a successful Terminal Engineer to based in Beira. 

Responsibilities:

•    Oversee all terminal maintenance activities in accordance with best industry practice and international standard.

•    Ensure all terminal infrastructure is properly catalogued and maintain files of all engineering inventory, technical details, and drawings.

•    Devise preventive maintenance plans in accordance with manufacturers’ recommendations.

•    Responsible for managing all planned/predictive maintenance activities for all the company Infrastructure.

•    Responsible for all new engineering projects/new works from conceptual design through to commissioning.

•    Ensure the HSSE maintenance procedures are followed by maintenance staff and contractors.

•    Responsible for technical approval of all works and purchase orders when completed.

•    Manage commissioning of new projects in coordination with consultants.

•    Liaison with port authorities and other government agencies on project/development matters.

•    Responsible for developing technical specifications, scopes and for purchasing technical items for the terminal.

•    Investigate causes of breakdowns, accident and equipment failures and propose improvement solution.

Health, Safety Security, Environmental and Quality

•    Ensures identification of all hazards and the risks related to terminal equipment, system as well as maintenance and engineering activities.

•    Ensures that all risks are adequately mitigated by providing adequate control measures in accordance with industry practice and international standard.

•    Regularly review and update the company Risk Matrix. 

•    Assist in developing/maintaining/advancing specific HSSE program areas and supporting HSSE needs.

•    It is necessary to participate and conduct internal HSSE audits and support implementation of corrective actions.

•    Support in the incident investigations and promote positive safety culture

•    Promote and implement regular safety meetings and support the quick response on potential hazards reported.

•    Ensure all defects and breakdowns on company infrastructure are timely resolved to prevent accidents.

Regular liaison and important interfaces

•    Liaison with Port Authorities, CFM, CPMZ, Customs and other Government agencies in matters related to maintenance, engineering and projects.

•    Liaise and advise accordingly and as requested Operation and HSSE-Q on technical matters and propose improvements.

•    Liaise with technical consultants when necessary.

•    Liase with FM on technical software necessary for company infrastructure.

Finance

•    Compile annual budget for the terminal maintenance and Engineering department. 

•    Ensure control of costs for terminal maintenance and engineering expenses,

•    Propose CAPEX requirements to the General Manager for approval

•    Member of procurement committee.

HR

•    Management of staff issues, including disciplinary and grievances from and for subordinate staff in coordination with HR.

•    Approves leave plans for all Maintenance and Engineering staff.

•    Ensuring all maintenance staff have necessary competencies.

•    Prepare training plans in coordination with HR and provide training to enhance staff competency.

•    Maintains training records as per company directives;

•    Ensure that all maintenance staff have agreed annual objectives linked to company objectives.

•    Ensure regular review of staff performance

Qualifications:

•    Preferable mechanic/electrical engineering degree or other relevant equivalent engineering Degree.

•    Minimum 5 years’ experience in Oil terminal Maintenance.

•    Good communications and Leadership skills.

•    Internally: Good communication skills in Portuguese/English, both verbal and written. 

•    Externally: Shall communicate with consultants, contractors, suppliers, CFM, CPMZ and other stakeholders.

•    Problem Solving/ Complexity: Able to assess logically all terminal situations, analyze them and use methodical/systematically approach to solve problems.

•    Decision Making Authority and Responsibility: Able to make sound decisions on operational/technical matters and able to adequately plan and coordinate operational activities as per terminal requirement.

•    Minimum knowledge, Skills and Experience

•    Fully aware of modern clean fuel oil storage systems, operations and maintenance, as well as best industry practice, international standards relating to Oil terminals and engineering: API, ASTM, NFPA, ISGOTT, ASME, ISO, NACE, etc.

•    Excellent computer skills.

•    Excellent Portuguese/English skills (Spoken and written) 

•    Other skills & competencies: Good interpersonal skills and the ability to exercise people management carefully.
